Support hotline refuses to help me and spoof my call

A few months ago I've opened up an account in the US because I had to send money to someone living in the US. At that time, as I am not american citizen, I've entered a fake postal address and a fake phone number just to be able to send money and there were no restrictions. Now I want to change from US to FR, update postal address and phone number but cannot because the account is highly restricted. I've dialed a few phone numbers : +https://www.paypal.com/selfhelp/contact/call +https://www.paypal.com/selfhelp/contact/call +https://www.paypal.com/selfhelp/contact/call Each time I say "speak to an agent" I hear the call being connected and then someone with a chinese accent says : We can't support your inquiry over the phone at this time, please try to call us again. I've sent a message to support through the account I want to delete and they ask me a US passport even when I explained it was a mistake and that I only have a EU passport. I would like to delete this account and open up a new one in the right region. I am stuck in a loop, cannot change address, cannot change phone number, cannot change email address and cannot change region. Please help

Firstly its against paypal rules to not only open a paypal account in a country where you do not reside BUT to also do so with fake information so yes it would be limited permanently for both reasons.

 

Secondly if you have been banned from using paypal then only customer services can give you permission to open a paypal account in your own country. 

Paypal accounts can't change countries, if you move countries you have to close one account and open one in the new country.

However if you have already broken their rules they may not allow you to do that now, only customer services can say yes or no.
