So, I accidentally made a business account, and can't find a way to get my personal account back. When I try to close my business account, it says, "Your account can’t be closed. Accounts that are being reviewed cannot be closed." I liked much more the personal account interface and that's why I'm trying to get it back, and close my business account.
You are posting with a personal account so I presume you are talking about your other account?
If so then only customer services can downgrade it for you BUT be aware you are only allowed 2 paypal accounts if x1 is personal and the other x1 is a business account.

Thanks! I found out how to log into my personal account, I thought my other account was locked because that I had a business account. So everything is fine now. I had a PayPal staff member to move me to my personal account.
