A limitation can be placed when PayPal needs confirm certain pieces of information about you or your account to keep your account in good working order. Normally, if you're unable to provide the documentation requested, the limitation would normally stay in place. However, I'd recommend reaching out to our Customer Support teams to see if there's any other information that may be able to be provided to restore your account functionality.
