I am going through the very same problem as the original poster. But I am not changing countries or financial information. I just don't have the old phone number anymore. At this point, I don't even want to keep Paypal anymore, since it is so very difficult to resolve issues. And this is the first time I ever needed help with customer service, only to find out they are impossible to reach apparently.
The issue now is that I want to cancel this account, and/or remove my financial information from their website. There should be some sort of way to allow the account holders to access the accounts. After all, I have the email address and the password. Why on earth they make it impossible to access our accounts if the phone number changes? Unbelievable, really.
