Phone number stopped to work

Hi all.

I had old PayPal account, with some money in it.

I lost password, and I asked new password. No problem with email message, or using personal security questions, that I know very well.

They asked to send SMS, or whatsapp message, or a call, to a phone number that stopped to work years ago.

How to fix this issue?

No guest phone option, in link. In Italy, I don't see that option in any part of page loaded from this link...
