Paypal keeps telling me they cant confirm its me

Ive been trying to get them to send me an sms for 2 days, whenever the option the recieve a call shows up they call bur now my account is closed again because they wont send me an sms. Ive tried it with someone elses phone number and it worked once, now that Ive switched back to my number it says they cant tell if its me!
