Paypal Credit charges. Managing my account.

Just a quick question, do you have to pay charges now for PayPal credit, never had charges and I've paid my monthly amount already and it charged me so was curious if this was normal on top of the Min payment.

Does PayPal  pay credit charges as you manage  your account, isn't  how is managed?
