PayPay Debt issue

Hi,
My son incurred a debt in his PayPal account and typical 19 year old he ignored it.  Mostly because he had no money but still!
Anyway, I started getting phone calls and texts asking for him (he often puts my mobile on things) but they wouldn't tell me where they were calling from, when I googled the number it came up as either a scam or a debt collection agency.  The texts do say ARL Collect which is a real debt collection agency.

When I spoke to my son he said he had received an email from PayPay saying if he didn't pay the debt they may send it to an agency so I'm thinking that is the phone calls, but not 100% sure.
I tried to send money to my sons PayPal account as he said it wouldn't let him put money on it but PayPal also wouldn't let me.
How does he pay PayPal what he owes or does he have to go through ARL, if they are the real deal?

Once the debt has been passed to the debt collection agency then you have to go through them, paying also their fees as well.
