PayPal Gateway eligibility and how to change the address.

I am from Romania and just started my online business on Shopify. 

I want to know if I am eligible to use PayPal as a Gateway Payment on my Shopify Store?

I accidentally wrote a US address which is incorrect, I want to change the primary address to my personal one from Romania. How can I do that ?
