PayPal 403 error when using home network

Why when I try to access PayPal website via home network it gives me 403, but when i use my mobile it works fine, can i be IP banned? I am sure its because of the ip, but why would that happen and can i contact PayPal support to resolve the issue if indeed my ip is banned, since their support abilities are very poor, cant even contact them via form or email or something

I am sorry to know that you're facing issues while login into your PayPal account via home network. Many times the 403 error is temporary, and a simple refresh might do the trick. It is also possible the page with the error might have some glitch on the website. To test out this possibility, you’ll have to clear your browser cache and cookies or try using a different browser to see if it works. For any account related information, you can reach out to our customer support team by clicking on the Contact link at the bottom of every PayPal page to check what your contact options are or via Facebook or Twitter
