You may have used your card and that email address as a 'guest buyer' in which case you would not have a paypal account.
Have you any other email addresses you may have used that you can add to your present paypal account?

Hi everyone! Welcome to the PayPal Community Forum. I'm sorry to hear you've run into some issues using your card with PayPal. Thank you @kernowlass for your help getting a solution started on this thread.
@Ami619dua, I can understand how this can be a bit concerning. If your card is on another account you have no knowledge of, you may want to first check with those in your household to see if they have added it to their PayPal account. If no one you know has it added to their account, for security reasons it's normally best to reach out to your bank to request a new card.
