Moving euro to euro between my own PayPal accounts

I moved some of my Euro balance to another euro based PayPal amount successfully last month - no fees - with a "payment" to friends/family.

Now, to do the identical thing, PayPal is charging me a fee.  Euro to Euro.  Me to Me.  No fee the last time.  What gives?
