Lost phone number, can log in with 2FA but cannot add a new one

Without forewarning, my old phone number has been completely disabled by the phone provider.
I set up 2FA with Google Authenticator, so I can log into my account.
However, when I try to add a new phone number, he wants to send a message to the old phone number that is no longer working!
How can I change it without this forced authentication?

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.
