Locked out of business account

It’s a little complicated! I split with my wife and moved from gibraltar to spain. I opened a Spanish PayPal business account so to connect my merchant online shop using my Spanish address and tell number My web designer who is Indian tried to login but my account was locked out I changed password and logged in fine. Then I needed to add my bank card to new Spanish PayPal biz account and by mistake I added gibraltar bank card and yes I do have a Spanish bank account Now I am totally locked out of Spanish account and I can’t call them because they say my Spanish phone number is not in their system but it is, because I get security codes sent to my phone I am trying to gain access to add my Spanish bank card and connect my online shop
