Limits not lifted after providing bank account info

The Account Limits page shows that I have a limit on the yearly sending of funds. I have hit the button "Lift Limits", provided the bank account information and got a message that my bank account has been connected. However, the limit is still there. Moreover, the button "Lift Limits" is also there and clicking it results in the same form, as if I never filled it out before. What am I missing?
