I have a problem with receiving SMS

I have a problem with receiving SMS at the login stage. 

It is 2nd day I can not access to my account.

I receive SMS from different providers, only Paypal has an issue.

• Alternatively, you may swap the SIM to another phone to verify if the delivery issue is phone related.
• Check if you are in roaming.

To change my password, i got text message to my phone!!

 

No txt message if i try login.

"Sorry, we couldn't confirm it's you".

and now it says as soon as I log in that they can't recognize me
