Where you've been advised your account has been permanently limited, it's normally due to some kind of violation of Paypals User Agreement. When that limitation is placed, the email sent details any reasons or information available. Beyond that, Paypal are normally unable to discuss any other details as to why the limitation was placed however you can always 'ask' customer services?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

Your account would be permanently blocked and you permanently banned.
The 180 days only refers to the time after which you can withdraw any funds in that account if you have any, it does not mean you get your account back after that time period.

Have you had a paypal email to say you can now withdraw the funds? If not you would have to wait for it.
f no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.
