If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.

I did call them and eventually got talking to a girl whom I could not understand. Eventually the I got cut off and try as I might I could not get through to them again until next day. I call them next day and it is all automated, here you have to pronounce your answer very clearly or you get cut off. After a very trying time I did manage to get my phone number changed. I haven’t tried to get logged in again, yet!! But when I do it will be to cancel my account, goodbye.
