I can't message PayPal on chat

Help me to message customer support in chat. when i write ''need more help'' then there's a message that tell our cs is offline, please return tomorrow 8:00 gmt. When i comeback tomorrow, in exact 8:00 gmt, they tell same message. It's about 1 months that i am unable to send message in paypal chat.

Please help me
