I can't close my account because I don't have a Russian bank account.

I created my PayPal account 10 years ago when I lived in Russia but I've been in the US for many years now. I am trying to update my PayPal information to reflect my new address in the US, but apparently I have to close my account and reopen it with the correct country as residence. Unfortunately I can't close my account because there's a balance of 45 RUB still on the account, and I can't add a new bank or card to transfer it to because I don't live in Russia anymore of have a Russian bank account. How can I resolve this issue?

You won't be able to do anything unfortunately as paypal no longer supports Russian paypal accounts and even if they did you have to withdraw any funds and close accounts before leaving the country the account is registered in.
Advice is voluntary.
