I can't access my Account; it says "sorry, we couldn't confirm it's you"

I've signed up on PayPal and set up my two-step authentication. Just then, I received an email from PayPal with a link for verification. I clicked on the link, put down my password, successfully entered my google authenticator code. Just then, a message pops saying "sorry, we couldn't confirm it's you" How does that happened? Can anybody help?

what else can I do to recover my account? i am raymond [removed] 23years old [removed] norte candelaria quezon asked for help so i can recover my account with email [removed]@gmail.com and number [removed] please i want to get it back immediately because i need it the funds for emmergency please admin give me a good way for me to recover my paypal account!
