How do i unblock a vendor?

How do i unblock a vendor? I cant seem to find any option to on the app and any searches just come up as saying you cant

I see you're looking to unlock a user in your PayPal account. When you block someone, they'll no longer be able to send you money, message you, or find you in the PayPal directory. From app, you can unblock the user by Tapping 'Payments' option and click “Contacts” in the submenu, scroll down to the bottom and click “View Blocked Contacts”. then click “Unblock” next to the contact. If you don't see the unlock options, please contact the support team to unblock the user for you.
