But the application is asking me to register a bank account or a credit card. But I am in Venezuela. I would like to use this application to send and receive money. What option do you recommend?

You have to have a linked funding source to use paypal.

Paypal needs to be linked to a bank account or card so that they can take the money from there to pay for your purchases.
