If someone pays me money via Paypal, can I spend that money on AliExpress as Visa card money
My paypal is connected to my Visa Card.

In Serbia you do have the option of withdrawing to a Visa card.
I must withdraw money on Visa from Paypal and then spend that money on other sites?
If the seller accepts PayPal you can pay with your PayPal balance. Otherwise you'll need to withdraw to your Visa card to be able to spend those funds at a non PayPal merchant.
