Help for profile change

I need to add my second name on my profile, but the only thing i can provide is a gov Id. I'm single and i don't have any marriage/divorce cert or even the deed poll. What should I do? I was trying to create a case for this thru paypal but I can't send any. Hope you can help me. Thank you.
