Help for an Elderly Disabled Friend

Hello

I have an elderly, disabled, forgetful friend who struggles with technology.    She used to login to websites to pay
for her purchases, but was not good at making a list of passwords and userids.  She was sometimes able to reset
her userid and passwords but all the verification codes now required for secure access confused her and she
keeps locking herself out of her online account and can no longer login.
She now tries to pay everything via calling a variety of customer service phone numbers, but never seems
to be able to answer all the security questions she is asked.  She gets upset so they hang up on her.
She sometimes succeeds but usually fails to pay her Pay Pal Credit bills now owned via Synchrony Bank.
She  cannot remember if she has a Pay Pal or Pay Pal Credit account number.
Are their any customer service staff who can help disabled people when they just can't navigate the payment
system?   Thought the ADA required businesses to offer help to their disabled customers.
If so, who can she contact?    As I said, the AI is no help and the regular customer service people hang up on
her because she gets so upset, angry and frustrated.

To be brutally honest it would be safer if she just paid her bill and closed her accounts for her own online safety.

People pay bills either by app or login or by phone.  All of those options require userids, passwords and now one or more identity verification codes.  So people who elderly, disabled or who struggle with technology are blocked from paying their bill because they can't access PayPal or PayPal credit which is a separate system owned by Synchrony bank.   
If you work for PayPal your hostile, unhelpful attitude seems acceptable to PayPal customer service, but it should not be because it excludes customers who could pay their bills and provide profits for PayPal and PayPal credit.   When companies discriminate against any group of people they become the focus of class action lawsuits for violating the ADA and other legislation that protects these groups.  
All businesses can and should serve all their customers.
