Have to "Verify" My 19-Yr-Old Account To Transfer $10 from Card. Can't Update Cell #. Halp.

What the title says.  I guess because I'm logging in from MY laptop at my mom's house it's detecting fraud or something.  When I get to the end screen it makes me jump through the "verify your identity to protect your account from the $10 stealers" hoop, giving me two options:  send a text to your old obsolete cell number or your mom's landline.  No email option, no ability to change or update the cell number.  You see why this is a problem.  

I've been a Paypal customer with an account in good standing for 19 years this year.  At what point will they lift these oppressive restrictions, if ever?  And just let me USE my account?  In the meantime, how do I fix this issue? 

I've already opened another window & updated my cell number in the My Account section or whatever.  But it's doing no good, and I can't erase my old cell number from my account.  Did I mention how F R U S T R A T I N G this is for someone who has a phobia of phone calls, let alone dealing with people who barely speak English?  I don't mean to be rude but a corporation this big and profitable shouldn't treat customers this way.  I don't want to call a helpline, I want my account to do what I tell it to do. 

After 19 years of loyal service despite alllllll the horror stories about frozen accounts & the like, I think I deserve that much.  /Rant over.
