Hello, when I try to make a new account, I get the error "Sorry, we can't send a new code right now. Try again later." any help?

What country are you in?

How many accounts do you have? .......You are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited. 

What are you trying to get a code for? ...

phone confirmation?

adding bank account?

adding credit card?

adding a bank account?

But I get the same message even though I just want to create a personal account for my sister with a new phone number and new email address. Is it bound by a phone's MAC address or something?
