Foreign Account Tax Compliance Act Difficluties

I have just recently set up a Business PayPal account and have received an email to add to my account further information. This is due to the Foreign Account Tax Compliance Act. The instructions in the email state that I should click on the button at the bottom of the email to update the information. When I click on the link I keep getting the message that something went wrong. I've found some further instructions that tell me to click on the dashboard link and then the Notifications icon, and follow the instructions. I can't see the Notifications icon either. I'm concerned about this as I don't want any limitations put on my account or have to wait ages for funds. Does anyone have a work around for this please?

Sorry to hear that you're not able to update the requested information in your PayPal account. I recommend you to try clearing your cache and cookies from your internet browser or try to use a different internet browser/device to see if the notification bar appears or you can access the link from the email.
