Fake account with my email address

Hi, I am writing this using my actual login. But my wife got 3 messages in her gmail saying "please confirm your email address"->"you enabled 2fa"->"Welcome 2 paypal". I have sent them to spoof@paypal.com, But got the automated reply, that you need to login to ask a question. Not helpfull at all in this case. To be clear, my wife didn't make an account. When we look at her google activity there is no other device that used her email but of course she changed her password anyway. How can we get rid of this paypal account? It has an phone number registrated to it. Not ours of course. Any help would be appreciated. Also more then curious how this can happen. I happend in the middle of the night.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
