Email was used by a stranger to create a paypal account

A stranger used my boyfriend's email address to create a fraudulent Paypal account. He needs to create a Paypal account linked with this email address. He has already emailed the "unsolicited" Paypal email address as instructed to get this matter resolved. He has now called customer service 7 times for a combined 6 hours. He has to re-explain the problem to every person he talks with and each rep tells him a different timeline of how long this will take. He is becoming skeptical that anything is being done about it. He needs the account reset so he can create an account with HIS email address. How do we escalate this issue and actually get this resolved? Time is of the essence.

If he actually owns the email address and there is an account linked to it then can't he use the forgotten password option to access the account and ''take it over'' or close it? Of course that depends on how far someone got with opening the account but as they would not have been able to 'confirm' the email address the account would not be able to receive funds etc anyway.
Advice is voluntary.
