I have a PAY PAL account based in Australia and linked to an Australian Credit card. I spend long periods in the UK and would like to be able to charge to an English Credit Card. I cannot add this card to the account because it does not accept and English address. Should I open a second Pay Pal account in the UK?

Yes, that’s how it is done if you maintain residence in dual countries.
