Does PayPal 'blocks' out-of-region users/signatories?

Essentially, the issue is as outlined in the title: "Our account is based and managed in Europe but we are having difficulty adding new users who are based in the Caribbean. Is this because PayPal 'blocks' out-of-region users/signatory IPs?"

Thank you for making a post here. 

 

I see you would like to add user from a different country to your PayPal business account. I am afraid this will not be possible as PayPal accounts are country specific. You can only add users from the country where the account is registered in.
