Do I need to have a personal PayPal account setup in order to open a business one?

As you have already opened a business one then you have answered your own question.

So does it mean that by opening a business account I only created one? I do not have a personal one associated with it?

If you opened x1 business account using just x1 email address then you have just x1 paypal account.

You are allowed x2 paypal accounts but would need different email addresses and phone numbers on both. You can open x2 separately. 

OR if you want a business account and already have a personal account you can use the 'upgrade' option to turn the personal account into a business account instead in which case you would only have a business account.
