Deceased family member's paypal

Hi!
Before anything, I'm the son of the PayPal's account owner(my dad) that I'm asking about.
The account that I want to restore has a 2FA, however the mobile number isn't available anymore. Also I can't really answer the saftey question. I want to restore it, and possibly delete it after. Anything would be helpful!
