I understand you'd like to close your PayPal account, and I'm sorry to hear that. If you plan on using your account again in the future, it's a good idea to keep it open. However, if you want to close the account due to an unauthorized transaction, please file a dispute on the transaction first. You can find the steps in our Help Center here.
When you receive an error message like the one you've mentioned, @Andrew516, there could be a few things you might need to check. First, you'll want to see if you have any recent payments that haven't cleared yet. If there are still any pending payments, those will have to be cleared first. After that, I recommend reviewing and canceling any subscriptions. If there's a negative balance, that would have to be resolved first, but alternatively, if you have a balance in your account, please withdraw it. Lastly, you'll want to check for any unresolved issues in your Resolution Center. If documentation has been requested, the account cannot be closed until the limitation is lifted.
If anything checks out and you still can't close the account, please do not hesitate to reach out to Customer Support by selecting 'Contact' at the bottom of any PayPal website.
