it is sad, that Paypal is not offering - nor in App or browser - to get information that the user have to contact customer service.
If the phone number, or both of them, are not current or accessible anymore, then you cannot verify your identity.
Dear PO of the App Team:
As a user I want to get the information "Please contact our customer service to add a new phone number".
Find the local phone number for help here: https://www.paypal.com/de/smarthelp/contact-us?locale.x=en
This helps to move along and then get access again to Paypal, otherwise me as user cannot get the access and get frustrated!

How do I add and confirm, change or remove a phone number on my PayPal account?
When you add your mobile number, we'll be able to get in touch with you or reach you via text message to help service your account. We suggest you review and update the mobile number registered on your PayPal account regularly to make sure it's up to date.
Here’s how to add, change or remove a phone number on the PayPal website:
- Go to your Settings.
- In the Phone Numbers section:
- Click + Add New to add a new phone number. Enter the details then click Add phone number. (Remember to confirm it).
- To edit your phone number, click Change next to the number. Make your edits, then click Update Number.
- To remove a phone number, click Remove beside the number. (You can only remove a phone number if you have at least two added to your PayPal account.)
To add, change, or remove a phone number on the app:
- Tap the Profile Icon.
- Tap Account Info.
- Tap Phone Numbers.
- To add a new phone number, tap + Add a phone number, enter the number, and tap Add.
- To edit a phone number, tap the number, make your edits, then tap Done.
- To remove a phone number, tap the number, scroll down, and tap Remove. (You can only remove a phone number if you have at least two added to your PayPal account.)
Advice is voluntary.

Wonder why the responses don't actually answer the question - I too have changed my 'mobile' number but didn't updated my PayPal account, so When I try to log into that account, it wants to send a text or whats app message o that number which is no longer correct, so I can't login, all of the answers presented above just give details on how to add or change a number when you've logged in!
