Can't close locked account

I can't close my wrongfully made PayPal account. A long time back when someone used my gmail to make one. It's locked since. I tried to changing the numbers and the email so that This gmail wasn't connected with this account but it's not happening. This locked account apparently wants my details of the US to unlock. which I don't have. I don't even live in the US. So I don't know what to do. Can't close this account but I want my gmail to be cleared out of this locked account.

You opened a U.S paypal account instead of one for your own country so it was permanently limited.

Unfortunately you can't use another countries paypal account.

Once a paypal account is permanently banned you can't remove anything from it or close it unfortunately.
