Can i setup a Paypal business account from the UK - without a SSN or IRS tax number?

Our company is based in the UK, and so we dont have an IRS tax number or SSN - so how do we setup a Paypal account? Surely other UK businesses have Paypal accounts - but can't see how to set this up?

Don't have SSN's in the UK, we use N.I (National Insurance numbers).
