I’m 15 and I wanna verify my account but I’m not the age for the guidelines, can I use one of my parent’s identification with their permission to verify my account?

NO, you are trying to break paypal rules as anyone under 18 can't use a paypal account.
If you do then at some point it would be limited because paypal would discover you were underage or were using linked information that was not yours and you would be permanently banned.
Then when you were 18 they may not allow you to open a new account as you had already broken their rules once.
Advice is voluntary.
