CHANGE "SHIP TO" ADDRESS

My "ship to" address is incorrect!!  I have changed my home address, business address and added a third address (all the same address)  but when I pay a vendor, it is still showing my old address as a "ship to" address. I have gone through all the steps (several times) recommended including the default address. I have three addresses in there all the same. I have contacted PayPal and did all the steps asked of me with no success, I sent them a screen shot of the "ship to" address because they asked me for it and then they didn't reply. Anyone else have this issue? I'm thinking of un-linking my bank then re linking it to see if this works.

Have you changed the billing address of any linked cards?
