Business account – Verify Australian address

i'm trying to verify a business account from Australia. but all the address fields are set to USA only. is there a setting to change this?

Sounds as if you have opened a U.S paypal account and not an Australian one?

If you click on settings (cog next to log out) and look left of that page under nationality does it say U.S or Australia.

 

If its U.S you need to close that one and open a correct country one (remove anything from the old one first).

Then click to register > U.S is the default country at the top as Paypal is a U.S company > click on the drop down list and scroll down to Australia.

Thank you for your suggestion. 
I can't seem to get into the nationality setting you mention. 
It just asks me to verify. 

I might have to delete account and start again like you said.
