Austrlian mobile number not recognised when setting up new personal account

I'm attempting to create a personal account in Australia, but my Australian mobile number is not recognised by the form.
After entering an email address, I'm asked for a mobile number. The form already has +61 so I enter my number as '494 *** ***'. (I also tried adding a leading zero, no change)
I've tried in a browser and it says 'Something doesn't look right'.
I've tried via the app and it says 'Please check your mobile number'.
There doesn't appear to be any way to proceed beyond this page.
My number is new in the last month, but it is valid, have been using it normally everywhere else.
Can someone in Paypal contact me about this?

Paypal is country specific so if you move countries you have to close your old Paypal account and open a new Paypal account registered in the country where you now live. You would then need to add an address / phone number / bank accounts / cards from within that country.
Advice is voluntary.

As you say Paypal is country specific, hence my attempt to create a new account for use in Australia. I don't think I need to close my UK account, as I will continue using that when I am in the UK.
I've been investigating further. I found that Australia has a public database of numbers (IPND) that may be used by organisations to validate customer phone numbers. I have contacted my mobile service provider to ask them to confirm they have added my number to that database.
It would be ideal (but perhaps optimistic to expect) if someone on the Paypal side could confirm that they have the latest information from IPND.
