Account limitations/can't get past the secure my account by adding a phone number

I can't access my email to my other account. I have the correct email and password but it keeps telling me to "secure my account" by adding a phone number...i try to add my cell phone number and it keeps saying that it's an invalid phone number. Which means I can't go any further in logging in and I also can't go to the resolution center and ask for help to remove any limitation that might be on my account. Someone please help me thank you.
