Account creation issues

I'm trying to open a Serbia account but it doesn't open, also when trying to verify my email an a code is sent toy email address to verify, I don't receive the code for verification after trying several times. Any suggestions?

You have a paypal account registered in Nigeria so are you in Nigeria or Serbia?

Secondly you have a personal account already so would only be allowed to open a business account as you can't have 2 paypal accounts of the same type.

I 've got the same issue when trying to creat a business account. Verification code does not send to my email, I tried many times. I live in Vietnam.
