solve a RATE_LIMIT_REACHED in the message center,

I received the RATE_LIMIT_REACHED in the message service of my PayPal, I don't know what can I do in order to fix this. 

And I am unable to read a very important message corresponding a technical problem I've been having with transfering money.

Welcome to the PayPal Community! Normally, if your account is Verified, there’s no limit on the total amount of money you can send from your account. If your account is Unverified, there may be a limit on the total amount of money you can send from your account. I'd recommend trying to Verify Your Account.
