security questions cant change them ?

i changed my password and want to change my security questions but i tried every question and got a message i cant use this question again any advice thanks

I understand that you would like to change the security questions on your PayPal account. Here's how to change your security questions:

1. Go to Settings.
2. Click the Security tab above your name.
3. Click Update under "Security questions."
4. From the "Security question 1" and "Security question 2" dropdown menus, select a question and type its answer.
5. Click Save.

You may bypass the steps above, and update your password and security questions by going straight to the Security page.
