"You can't send, receive or transfer money" - why?

I've had an e-mail saying 'You can't send, receive or transfer money' and 'Just log in to paypal.co.uk and follow the instructions in your account notifications to see what information you need to provide.' It seems like a legit e-mail.
But when I login, there's no instructions, no notifications, and no clearly missing information.
I don't understand???

I am sorry that you're unable to send or receive money at this time. It sounds like you might need to complete our Customer Identification Program. You might not show anything in your Resolution Center if this is the case. That article also has a link to see documents you can upload, along with the link to upload them.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
