Hi, I relocated to Bulgaria and opened new bank account here. Now I want to link this new account to my PayPal, but as I understand it is impossible.
I read at the forum, if I relocated and want to do operations above, then I need to close my account and create a new one. Right now I am trying to close my account, but I got error (attached image 1). The same things happend when I tried to bring out rest of my money before closing the PayPal account.

PayPal suspended services in Russia so that is probably why you can’t do anything with Russia acct and need to contact customer services:

Just go ahead and open acct in Bulgaria but Bulgaria PayPal has card or US bank acct withdrawal. To verify your acct, you link a debit or credit card. The ability to link local bank acct might not be available so if you do not see this option, only US bank can be linked.
