how to change my full name in paypal

Hi please i want to change my name i create paypal before and i thought it was a scam so i put a wrong name and now i decided to use this payment but i cant link my gcash account because of wrong name and i also send a voters ID because i dont have national ID yet . And it is possible to change using only voters ID Because it is a valid ID here in Philippines .

PayPal does not let you change a fake name to an entirely different name or transfer the account to a different person for obvious reasons. It has to be a legal name change, correcting a couple of letters, or update a nickname. 

Send the money to a trusted family member/friend who has PayPal to send to your new account with correct name and then close your old account, removing all bank/card accts before you close it.
